Analytical report “Assessment of the state websites of the Kyrgyz Republic

Promotank, by order of the Public Foundation Civic Initiative Internet Policy Initiatives, conducted “Evaluation of state websites of the Kyrgyz Republic” study , which includes a review of 80 state websites of the Kyrgyz Republic and an assessment of the effectiveness of their information activities on the Internet.

Groups:

• Websites of Ministries of the Kyrgyz Republic;
• Websites of Committees of the Kyrgyz Republic;
• Websites of Government Agencies;
• Websites of State Enterprises.

When evaluating government websites, UNDP methodology for evaluating websites was applied, each site was checked for compliance with 14 criteria, such as:

• Information complies with the legal acts of the Kyrgyz Republic regulating access to public information and services;
• Information is understandable for users;
• Information is updated in a timely manner;
• Attendance of users of the site;
• Ease of use;
• Availability of information on public services;
• Access to forms and forms;
• Feedback to citizens;
• Access to departmental databases (DB);
• Design that provides functionality, etc.

The review shows that Information support in the form of websites is mainly available to government agencies located in the city of Bishkek and in the city of Osh. It turned out that in other regions of the Kyrgyz Republic there is no such information support.

The sites of the Ministry of Justice (68 points), the Ministry of Finance (67 points) and the Ministry of Economic Development and Trade (64 points) turned out to be the best among the ministries.

The sites of the ministries that scored the least points:

• Ministry of Transport and Communications – 55 points;
• Ministry of Culture – 50 points.

Among the committees, the highest points were scored:

• The National Statistics Committee of the Kyrgyz Republic – 65 points;
• State Committee on Migration and Employment and – 62 points.

Committees of the Kyrgyz Republic with the lowest score:

• State Committee for National Security (GKNB) – 52 points;
• State Tax Service – 48 points.

The study also assesses the websites of state agencies and services and state enterprises.

Annotation to the study says, that current trends in e-government development show that the introduction of innovations in the field of information and communication technologies and their use increase the efficiency of management and provision of information through the Internet, which ultimately leads to an improvement in the lives of the population.

Note that the pace of e-government implementation in Kyrgyzstan compared to international trends is increasing and continues to increase in the world ranking of countries. According to a UN study, Kyrgyzstan occupied 110th place in the world e-government development ranking, 102nd place in 2008, and 91st place in 2010. In Central Asia, Kyrgyzstan is ranked 3rd in terms of e-government development after Kazakhstan and Uzbekistan.
