On 21-22 June, the third Central Asian Internet Governance Forum, CAIGF, was held in Astana. The forum has already become a traditional platform for determining more accurate approaches to political and technical regulation and Internet governance. Within its framework, best practices are generated annually based on regional and international practices.
This year, the main objective of the forum was to increase the participation of countries in the region in shaping the global digital economy. Forum topics ranged from digital economy development strategies, approaches to Internet governance, cybersecurity, blockchain technologies, big dates to building infrastructure in remote mountainous areas and countering online extremism.
One of the widely discussed topics on the fields of the third CAIGF was the search for a balance between Internet freedom and security in Central Asia. Maarit Palovirta, manager of the European Regional Issues at the Internet Society, speaking of trends in increasing control over the Internet, noted that “Facebook news and propaganda existed in newspapers and on the radio. Therefore, it is a social phenomenon, and the Internet is just a tool that is now being used for distribution. Of course, this happens faster with the Internet, and the information reaches more people with greater speed, which is problematic. ”
The leading lawyer of Roscoms Freedom emphasized that “every next surge of prohibitions and restrictions caused an increased interest in tools related to anonymization and encryption of traffic. According to our calculations, only in May 2018 in Russia from 50 to 100 thousand users installed VPN services. There is also a growing interest in Tor: Russia now occupies one of the first places to download this browser. ”
The forum brought together more than 150 participants – international and regional experts in the field of Internet governance and cyber security, representatives of ministries, communication agencies and law enforcement agencies, research centers and universities. More than 45 presentations and reports were presented in the forum program. The speakers were experts from Facebook, ICANN, the Internet Society, the RIPE NCC, the RCC (Regional Commonwealth in the Field of Communications), CEPT of the CIS countries, the Russian Coordination Center and many other international and regional organizations and institutions.
Recall that the third Central Asian Internet Governance Forum was organized by the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan, the Legal Media Center, the Cybersecurity Analysis and Investigation Center and the Civic Initiative Internet Policies Public Foundation supported by Facebook, RIPE NCC, ICANN, SecDev Foundation (Canada), Soros-Kazakhstan Foundation, the U.S. Embassy in Kazakhstan and the European Union Delegation to Kazakhstan.
