Of the 12 companies that received the frequency band for deploying networks using WiMax and LTE wireless access technologies (standard from the 4G family), only 4 confirmed that they are currently working on the deployment of communication networks and are planning commercial operation. This became known from the responses to the official request of the Public Foundation Internet Initiatives of the Civil Policy about the activities and plans of companies to deploy wireless communication networks.
Earlier, the State Communications Agency officially announced that the frequency bands for these technologies were allocated to 12 companies:
We found the contacts of these companies on the Internet, and in the State Telecommunications Agency provided contacts of some licensees. We were able to contact 7 companies out of 12 to interview or send an official request, only 5. of them responded to this request.
Three of them are involved in the deployment of wireless access networks: Global Asia Telecom LLC, CJSC Saima Telecom and CJSC FORIS TELECOM KG (brand IN).
Tottel LLC has frequencies for Pre-WiMax technology and the company plans to suspend network deployment using this technology, but use the received frequency assignments for other wireless broadband fixed access technologies. In Aknet LLC, we were informed that the company did not receive frequency assignments using these technologies, but the company plans to work in this direction.
At present, the CIIP, together with the CEO, clarifies information on the activities of the above companies on network deployment and use of the received frequency resource.
Company Responses
GlobalAsia Telecom (MY brand http://my4g.kg) received a license to provide 802.16e (Mobile WiMAX) broadband access services in the range of 3.5-3.7 GHz. The leading specialist of the IT department, Dmitry Davydov, said that the company’s plans include the provision of wireless broadband Internet access services throughout the Kyrgyz Republic. According to him, the company has been providing data transmission services since 2012 under the “MY” brand. The company plans to introduce telematic services, which will expand the capabilities of the network for the convenience of users. Currently, the coverage area is the city of Bishkek and part of the Chui region. The next stage of the network development is consolidation of base stations, expansion of the coverage area in the Chui region, as well as access to other areas. For 2013, it is planned to expand the network by 2 times and provide services in Issyk-Kul, Osh, Jalal-Abad and other regions. The number of installed base stations of this company is 18, of which 1 is installed in the city of Kant.
The company CJSC Saima Telecom is planning to deploy a network using LTE technology throughout Kyrgyzstan. According to Maxim Katkov, head of the marketing department, the company plans to cover the territory of the Chui region by the end of the year, and the Issyk-Kul region in 2013. Currently, the company provides Internet access services using LTE technology within the city of Bishkek, its immediate vicinity and in the city of Tokmak. Currently, 40 base stations have been installed, and in the near future it is planned to increase their number to 100–120. The number of subscribers is over 5 thousand people.
The company CJSC FORIS TELECOM KG has received a license for the WiMAX technology. The network was launched into commercial operation in the summer of 2012. In the plans, first of all, the expansion of the network in the Chui region, after – in other areas of the Kyrgyz Republic. At the moment, the company chose not to provide the number of subscribers.
The company Totel LLC reported that the company owns frequencies for network deployment using Pre Wimax technology. A company spokesman Nurdin Ibragimov told PF CIIP: “We own the usual 5 GHz frequency band, for which Wimax or LTE technologies are not applicable, and supported the PreWimax wireless transmission technology, which is currently decided to close, by the end of 2012, we have this technology we will turn “. According to him, the company decided not to continue the development of the network using the preWimax technology. The solution is based on an analysis of the situation on the market of wireless technologies and the prospects of PreWimax technology. The company plans to use the received frequency assignments for other wireless broadband fixed access technologies.
