The Public Foundation “Civil Initiative on Internet Policy,” based on the study of best global practices and analysis of the country’s legislation, has developed a draft law of the Kyrgyz Republic “On Amendments to Certain Legislative Acts of the Kyrgyz Republic (Civil Procedure Code, Administrative Procedure Code).” The aim is to introduce amendments to the rules of civil and administrative proceedings, creating a legislative framework for the application of modern digital services and evolving technologies in the legal system. This fundamentally facilitates citizens’ access to justice, making procedural actions for civil and administrative cases exceptionally convenient.
People will be able to remotely file lawsuits and participate in legal proceedings without visiting the court building, using personal technical means. They can receive judicial notifications, summons, and documents online, regardless of their place of residence or temporary stay.
The draft law has been refined with the involvement of judges in a special working group and was submitted for consideration to the Supreme Court of the Kyrgyz Republic on December 27, 2023.
